Introduction to the Platform
The “Quality and Technical Supervision Information Platform”, autonomously developed by Sichuan University KeHong, is a comprehensive network information system applicable to quality and technical supervision authorities at various levels. It complies with the overall planning and construction concepts of the CQS system and “Golden Project” of the General Administration of Quality Supervision, Inspection and Quarantine. Supported by new high technologies like computer networks, software, databases, network videos, e-maps, satellite positioning, e-tags, and GPRS, it contains information system applications applicable to various departments within quality and technical supervision authorities. Such applications include online offices, administrative approvals, dynamic monitoring, information publishing, online applications, administrative enforcements, quality ratings, online videos, etc. It is one of the few comprehensive information system available in China’s quality supervision sector that simultaneously the use requirements of various departments within quality and technical supervision authorities.
KH took part in the survey, design and development of the CQS system of the General Administration of Quality Supervision, Inspection and Quarantine and is responsible for its maintenance. So, KH has an in-depth understanding of quality and technical supervision operations. In addition, KH has accumulated rich experiences in developing and constructing quality and technical supervision information systems in China. In the “Golden Project” of the General Administration of Quality Supervision, Inspection and Quarantine, KH undertook the responsibility for developing the standards for such systems as measurement management, product quality supervision, enterprise quality ratings, foods, etc.
Platform Functions
The “Quality and Technical Supervision Information Platform” developed by Sichuan University KeHong has the functions as shown in the following figure.
◆ The operations system manages all quality and technical supervision operations, including standards, measurement, quality supervision, quality control, certification, special equipment, foods, law enforcements, monitoring, audit, retirements, etc, including but not limited to administrative approval, certificate issuing, annual examination, sampling, etc.
◆ Automated office system mainly provides online receiving, sending and approval of bureau-wide official documents (including e-signatures, e-stamps and mark reservation) and file management, administrative management, resources management, information management, vehicle scheduling, mails management, individual work, online exchange, etc.
◆ Web portal is mainly responsible for bureau-wide information issuing, administrative information publishing, interactions with the public, online filings, online messages, etc.
◆ Video conference system enables online video conferences between the bureau and subordinate organizations and those between the bureau and other organizations. Its functions mainly include files sharing, video recycling, data issuing, playing recordings, white-board exchange, literal interactions, screen broadcasting, synchronous browsing, etc.
◆ Quality ratings system is mainly used for collecting, evaluating and issuing quality ratings of enterprises in such aspects as standards, measurement, foods, certification, special equipment, etc.
◆ Regional regulatory system uses such technologies as e-maps, GPS, GPRS, e-labels (RFID), computer software, networks, etc. to provide all-round dynamic regulation of enterprises (or products) in such aspects as special equipment, foods, measurement, certification, etc.
◆ Credit system mainly enables data exchange among the bureau and governmental authorities of the same level and other relevant authorities.
◆ Auxiliary decision-making system fully utilizes the various data resources that already exist in the bureau and uses charts and forms to provide leaders with reliable data analysis and guidance.
