In order to facilitate poor people in obtaining medical subsidies at hospitals, finishing identity authentication and quickly settling subsidies, this system specifically uses the latest RFID technology (2nd-generation ID card + ID card reader). When settling expenses for outpatient services, hospitalization and major-disease subsidies, what the medical institution needs to do is use the “ID card reader” to authenticate the 2nd-generation ID card provided by the patient, thus facilitating settlement services.

One-stop services

The current subsidy process for poor people is a conventional one under which subsidized people need to pay all the medical expenses during the treatment period. After treatment, the subsidized person needs to apply to the civil affairs bureau for subsidy, which increases the difficulty in obtaining the subsidy. As a result, it is difficult for subsidy survey to reach the medical service process. This might give rise to undesired behaviors in the medical care sector.

In order to solve the above problems, when the subsidized person is hospitalized for treatment, collect his/her medical treatment information for real-time subsidy approval. When the subsidized person leaves the hospital after treatment, calculate the amount of subsidy in a real-time manner. The medical institution prepays the subsidy before settling it with the civil affairs bureau.

When the subsidized person receives medical treatment at the medical institution, he/she will receive “real-time subsidy”. After his/her treatment is finished, the subsidy may be directly deducted from the amount of medical service expenses. In this way, the medical institution prepays the medical expenses for the subsidized person so that the subsidized person also enjoys real-time subsidy.

With the one-stop service, poor people, whether hospitalized or receiving outpatient services, do not have to run between civil affairs authorities and public health authorities for the subsidy, thus lowering their actual expenses during the treatment period, improving subsidy accuracy and efficiency, enabling subsidy survey to enter the medical service process as soon as possible, reducing subsidy risks, and providing data support for reports, statistics and decision-making activities.

Statistical reports
