Introduction

KeHong Measurement and Test Operations Management System meets the requirements of the Legal Measurement Calibration Institution Assessment Code (JF1069-2003), the Measurement Standard Assessment Code (JJF1033-2001), GB/T 19022.1, ISO10012-1, ISO9000, ISO/IEC17025, etc. It combines the actual work needs and business processes of the measurement calibration institutions at provincial, municipal and county levels and other institutions authorized thereby and relevant organizations, uses advanced programming language and database technology, incorporates advanced management ideas, full standardizes and consolidates work procedures involving calibration operations, fully manages such aspects as receiving, issuing, calibration, certificate, fees charging, performance, etc., together with real-time smart functions such as alarms, reports, etc.

System Characteristics

1. Standard management: it reduces errors and calibration quality accidents that might be caused by human factors by standardizing the work processes of measurement calibration institutions.
2. Standard printing of various test and experiment reports, certificates, notices, etc. by self-defining their formats and templates.
3. Directly use Word to prepare various certificates, which meets daily operation habits.
4. It is seamlessly connected with the mandatory inspection work platform of the General Administration of Quality Supervision, Inspection and Quarantine, so it can automatically report data or select the data for reporting by enterprise or instrument type.
5. It enables data exchange with long-term clients via supporting enterprise version of software, thus reducing the workload regarding data receiving, sending and entering, and improving data accuracy.
6. After test of the instrument shown in the authorization notice is finished, the system will automatically send a short message to the person who submitted it for test and notify him/her of relevant test expenses.
7. Standardize internal information on measurement standards and standard instruments so as to alert such standards and instruments whose validity periods are to expire. In addition, it also automatically generates certificate-related contents based on measurement standard data.
8. The measurement fee charging function enables managers to promptly see the workloads and incomes of various departments and personnel.
9. Establish the instrument calibration validity period expiration alert mechanism to automatically find instruments whose calibration validity periods are going to expire and notify the organization to promptly send such instruments for calibration;
10. Establish a complete and accurate database based on the basic information of the calibrated organization and instruments to provide scientific bases for supervision, checking, work planning and work processes.

System Components

This system mainly includes such modules as instrument receiving and issuing, calibration management, fees management, base information, alert analysis, query statistics, data reporting, system management, etc. These modules cover the basic operations of the whole measurement institute and the measurement department.

1. Instruments receiving and issuing: mainly used for registration and entering of instruments to be sent for calibration and for generation of test authorization; registration of tested instruments; printing test authorization and preliminary allocation of test tasks.
2. Calibration management: mainly used for allocation and management of calibration tasks, instrument calibration process management, and preparation, 3-level approval, query and printing of calibration certificates.
3. Fees management: charging measurement fees, and giving managers a timely understanding of the workloads and incomes of various departments and personnel, including accounts receivable and received accounts.
4. Alert analysis: providing alert notices for instruments that are subject to mandatory calibration and standard measurement instruments whose validity periods are going to expire; the system will automatically find instruments that are subject to periodic calibration and whose validity periods are going to expire, notify the organization to promptly send them for calibration;
5. Query statistics: mainly used for fixed operations query statistics of the system; query statistics may also be customized for corresponding operations according to personalized requirements.
6. Data reporting: it enables seamless connection between the measurement operations management system and the work platform system of the General Administration of Quality Supervision, Inspection and Quarantine and automatically reports data or selects the data to be reported by enterprise or instrument type.
7. Base information: it is mainly used for management of the organization, departments, personnel, standard instruments, construction standards and clients, and self-defines the formats and templates of the test reports, certificates, notices, etc. for various tests.
8. System management: mainly used for management of system authority, roles, code table, logs and system data. Data management realizes default or self-definition of system data, thus ensuring the safety of all system data.
