Dynamic Food Production Safety Supervision System

The Food Safety Law of the People’s Republic of China imposes higher requirements on food producers and traders as well as regulatory authorities. As an important functional organ for food safety supervision, bureaus of quality and technical supervision are responsible for supervision of food safety at the production and manufacturing stages. However, due to the difficulty and complexity of food production safety supervision, traditional work modes no longer satisfy the needs for food production safety supervision under new situations. As a result, it is necessary to use modern technological means and information technology to streamline and rebuild existing supervision work processes, develop dynamic food production safety supervision systems, improve supervision efficiency, provide food producers, regulatory organs and consumers with services, and provide strong technical support for food safety construction.

This system fully learns from the successful experiences of the General Administration of Quality Supervision, Inspection and Quarantine and provincial and municipal food production safety supervision software products, adapts to the new situations of food production supervision after the implementation of the Food Safety Law, employs modern technological means and information technology, follows the operations codes and data codes of the national “Golden Project” with respect to food production safety supervision, and is suitable for food production safety supervision.

System Structure

The Dynamic Food Production Safety Supervision System consists of three subsystems:
Operations platform (covering test data of test institutions), PDA patrol terminal and enterprise platform.

Main functional modules are as shown in the following figure:

System Characteristics

(I)JAVA platform and B/S mode
This system is developed on the basis of the JAVA platform (same as the “Golden Project”), so it has the safety and ease-of-implantation of JAVA platform and ensures system safety and stability. The system is designed with the B/S mode for easy installation and maintenance. It is unnecessary to install this system at the client end – it is ok to use IE and other browers to support remote and mobile office work.

(II)One system and multiple terminals
This system includes operations platform, PDA patrol terminal and enterprise platform.
The operations platform covers all operations and can handle all operations independent of PDA patrol terminal and enterprise platform (whether or not adopt these two subsystems depends on actual needs).

PDA patrol terminal is mainly designed for field inspectors in entering data, taking photos, etc. Meanwhile, it is also used as one of the means for monitoring field inspectors and for determining if they arrive at the site. PDA also provides dynamic corporate information query and expert support library.

Enterprise platform is mainly designed for enterprises. With this platform, enterprises may directly provide on the web such information as processing authorization, annual QS audit, inspection of received raw and auxiliary materials, pre-shipment inspection, sales, etc., thus reducing the workloads of the workers of bureaus of quality and technical supervision and facilitating interactions with enterprises.

(III)Use of existing resources and ease of data entry
This system fully uses the organizational codes library and food production certificates library, which significantly reduces workloads when an enterprise creates files. The system design follows the principle of simplicity and ease of use by using the AJAX and pull-down modes, i.e. even those who are not familiar with computer operations can also correctly use the system. For example, in the daily inspection module, the user can finish the inspection work without entering a single character.

(IV)E-maps
This system, combined with online e–map, intuitively displays enterprise's geological location, regional statistical information, alert information, etc. Meanwhile, it also can track the location of patrollers in combination with the PDA patrol terminal.

(V)Short-message platform
The system automatically, quickly and correctly sends notices and alerts via the short-message platform to corresponding workers. For example, when the system judges that an enterprise should perform daily inspection, it will automatically send an alert to the mobile phone of the supervisor who is responsible for the region where the enterprise is located.

(VI)Rich internal and external interfaces
The system design follows the criteria of the national “Golden Project” and an easily call the “Golden Project” interfaces and report business data. At the same time, it also provides interfaces to test institutions to directly import test data and enable test data to promptly and accurately reach the management department and provide strong support for risk monitoring and auxiliary decision-making.

(VII)Personalized interface
Due to the different computer screens and resolution ratios, different people have different points of information attention. So, all of the data lists can be freely defined on the basis of default settings. User may use such functions as setting data column width, column display sequence, sequencing mode, whether or not display designated hidden columns, etc. Meanwhile, in addition to provide routine query functions, it also provide advanced users with multiple combination query, data export and other functions.

This system is already successfully operating in Guizhou Province.
