The platform uses the popular B/S distributed deployment mode by building an application information platform and data center at the municipal civil affairs bureau for central management and summarization of information & data. Comprehensive operations management system consists of many sub-systems for management of disaster reliefs and rescues, civil affairs enforcements, base-level regimes, administrative region divisions, place names, social affairs, non-governmental organizations, special care and settlement issues, social welfare, civil rescues, personnel & education, plans and finance, retirements, work of governmental organs and party committees, etc.
The operations system enables the government to realize its public affairs management and public service functions; the information resources management platform enables central management of contents, data and applications as well as information sharing and exchange, while providing cross-industry and cross-department application systems (e.g. management systems of other governmental organs) with data interfaces, and realizing coordination between the governmental affairs center and civil affairs units, civil affairs units and other related units, departments and operations of civil affairs units, and civil affairs units and their subordinate organizations.
